Senator HARDY (New South Wales) .- I notice that a sum of £350 has been allotted for the purpose of assisting the boy scout movement. A sum of £100 was voted for this particular movement last year, and I desire to know why it was not expended. If memory serves me correctly, a keen debate took place in this chamber on the merits of the boy scout movement, and an attempt was made to increase the grant from £100 to £300 or £400. I ask you, Mr. Chairman, whether or not I am in order in discussing assistance for the boy scout movement? May I deal with all the relevant aspects and the reason why the grant should be increased?
