Senator MILLEN (Tasmania) . - Listening to this debate I am reminded of a time when it was found very convenient that one chamber had the power to disallow regulations. I refer to the industrial trouble on the waterfront, in connexion with which the Senate rendered a service to the community byexercising its power of disallowance. Surely honorable senators can see that, should the House of Representatives again have, as it then bad, a Labour majority and the Senate a non-Labour majority, it would be utterly impossible to get both Houses to agree. The proposal put forward by Senator DuncanHughes is sound. There are many times when it would be quite impossible io secure agreement between both branches of the legislature.
