Senator ABBOTT (New South Wales) . - This matter is purely one of administration, not of legislation. The honorable senator's complaint is well justified; but only if the Commissioner makes a guarantee by a third party, who may be a stranger, a sine qua non - an essential condition precedent to the issue of a certificate.


Senator A J McLACHLAN (SOUTH AUSTRALIA) - If transferable bonds are lodged with the Commissioner, he will accept them as sufficient guarantee.


Senator ABBOTT - Yes. If we have the assurance that the requiring of a guarantee is not a hard and fast practice, we cannot cure anything by legislative action.


Senator A J McLACHLAN (SOUTH AUSTRALIA) - I give that assurance.
