The PRESIDENT - Order ! The honorable gentleman has expressed an opinion concerning the qualifications of the person appointed. He knows that questions addressed to Ministers must not contain expressions of opinion.


Senator COLLINGS - It is not an expression of opinion; it is a statement of fact.


The PRESIDENT - In my view, it is an expression of opinion, and I suggest that the Minister, in his reply, should ignore the reference to the qualifications of the gentleman appointed.
