Senator DEIN (New South Wales) . - I appreciate the point made by the Leader of the Senate (Senator Pearce) because I remember the circumstances surrounding the case to which he referred. I agree that the word "knowingly"provided a cover behind which an unscrupulous person could hide, and therefore the omission of that word has my approval. I would like, however, to have the Minister's assurance that in regard to the words "or as to be likely to " an accused person will receive the benefit of the doubt, as is usual in court proceedings.
