Senator CARROLL (Western Australia) . - I support Senator Chapman's motion. This item was dealt with so quickly that some honorable senators who desired to speak missed their opportunity. Later, when they protested, the Chairman said that the item had been agreed to and that he could not allow a discussion upon it. We thought he was hasty but he was quite within his rights to declare the item passed because we were too slow. Several of us rose to protest but we accepted the Chairman's ruling that he had declared the item agreed to because we were aware that there would be an opportunity to deal with the item on recommittal. We desire that opportunity now and I think it is only fair that we should get it.
