Senator GUTHRIE - That will mean the denuding of forests.


Senator ANDREW - We shall have to adopt the policy in operation in Scandinavia, where the saw-millers are compelled to establish nurseries and plant a tree for every one destroyed. Unless we adopt such a policy our forests will be denuded, particularly if the manufacture of paper pulp is ^'undertaken on an extensive scale.
