Senator Sir WILLIAM GLASGOW (Queensland) (Minister for Defence) [2.32]. - I do not agree with the honor-able senator that the power to make regu lations conferred by the clause is very wide. The regulations must be within the scope of the bill itself. It would be very difficult in the measure itself to make detailed provision with respect to forestry scholarships, the security of forests and many other matters which obviously must be dealt with by regulations.

The Inspector-General shall have charge of the bureau, and, subject to the direction of the Minister, shall be charged with the administration of this act.
