Senator FINDLEY (Victoria) . - The clause pre-supposes that there will be applicants for houses of a value of £2,000, and that the building authority will be empowered to advance up to £1,800. I wish to know whether, in addition to the difference of £200, the intending builder will need to have land that is free from encumbrance? Under the Victorian scheme the deposit required is a. very small one, and a man need not have paid for his land. That authority has never turned down a bona fide applicant. Will the amount of the advance under this scheme be calculated on the value of the house only, or the combined value of the house and the land?
