The CHAIRMAN (Senator Plain (VICTORIA) -I ask the honorable senator not to indulge in somewhat doubtful flattery of myself, but to confine his remarks to the question before the Chair.

Senator FINDLEY - It is most unlikely that I should wish to transgress the Standing Orders. I shall assist the Leader of the Opposition in testing the committee on the question whether these words should remain in the bill, and after that has been determined, I shall possibly divide the committee on the period for which the commissioners are to be appointed.
