Senator CHAPMAN (SOUTH AUSTRALIA) asked the Minister representing the Minister for Home and Territories, upon notice -

1   . Were the plantations Ulaveo, Wangaramut, Neinduk, Maulapao, Kuradui, Raniolo, Kul, Kul, Marangis, Kavilo, Dogumor, Bogadjim, Siar, Potsdamhafen, Katu, Fissoa, Fileba, Kolube, Koka, Komalu, Ungan, in New Guinea, taken over by the original allottee?

2.   Are they being worked by the original allottee, and has the allottee ever been on them ?

3.   Were they all taken over by one firm on behalf of the original allottee. If not, how many were taken over by one firm ?

4.   Are they all being worked by one firm? If not, how many are being so worked?

5.   What ordinances or regulations have been passed with a view to the prevention of dummying and the prevention of the properties falling into the hands of firms financing the soldiers ?

6.   Has the Government any control over agreements between the soldiers and those financing him?

Senator SirWILLIAM GLASGOW - The answers are as follow: -

1.   The plantations named were taken over by the attorney for the purchasers.

2.   The plantations are being worked on behalf of the respective purchasers. The Minister is not in a position to state whether the allottee in each case has ever been on his plantation.

3.   The plantations were taken over, and are being managed by, one company as attorney for, and in the interests of, the respective purchasers.

4.   See answer to question 3.

5.   The Treaty of Peace Regulations num bered60 and 61 have been promulgated with a view to the prevention of dummying. So long as any of the purchase money or interest is outstanding, the Treaty of Peace Regulations prevent the properties falling into the hands of the companies, firms or persons financing the soldiers. When the contract price and interest are paid in full, the transfer is controlled by the Transfer of Land Control Ordinances, 1924.

6.   Until the whole of the purchase money on the property is paid all right, title and interest in the property remain vested in the Custodian of Expropriated Property, and no assignment, or transfer of, or charge on, the purchaser's rights under the contract of sale may be made without the Custodian's consent. Otherwise, the Government has no control over agreements between the Australian soldiers and the companies, firms or persons financing them.
