Senator DUNCAN (New South Wales) . - In order to allay the fears expressed by honorable senators, I suggest that we should limit the number of votes that any one owner may cast in the election for a member of the board. That number could be three, five, or more. With the bill in its present form, one owner may be entitled to fifteen or twenty votes. My suggestion, if adopted, would remove many of the objections to the bill, while not destroying its underlying principle. The franchise would then be similar to the municipal franchise.
