Senator NEEDHAM (Western Australia) .- The bill, like that just passed, is largely a machinery measure, necessary to meet changing circumstances; but I am not clear about its effect upon the jurisdiction of the High Court. The Minister mentioned an alternative proposal. I hope that it will not in any way limit the powers of the High Court.


Senator McLachlan - Not at all.


Senator NEEDHAM - The memorandum issued by the Attorney-General contains a great deal of legal phraseology rather disconcerting to the layman who may be endeavouring to define the purpose of this legislation. If the Minister can assure me that the High Court, in its original jurisdiction will not be in any way limited I shall be easier in my mind. I hope that in committee the Minister will elucidate the point I have raised.
