Senator CRAWFORD (QueenslandHonorary Minister) . - The clause applies to every centre whether metropolitan or rural, and the governing factor is the number of its inhabitants. If there are 5,000, or more, no money can be contributed under this bill towards the cost of road construction in that centre, but if the population is under 5,000 a Commonwealth grant can be so applied. A desire has been expressed for certain amendments of the schedule, but I point out that it constitutes the agreement arrived at in conference with the States. If any amendment were made, the States as a whole would have to be consulted again; and since that would cause great delay, I suggest that the agreement should be not amended except for the gravest possible reason.
