Senator NEEDHAM (Western Australia) . - I direct attention to clause 7 of the agreement in the schedule, which provides that, where a road passes through a town whose population does not exceed 5,000, it shall be constructed as if the town did not exist. Does this apply only to new townships? Many municipalities whose population exceeds 5,000 are responsible for the maintenance of main arterial roads over which a heavy volume of tourist traffic passes. Are they to be shut out? I have in mind such centres as Olaremont, Iremantle, and Subiaco, suburbs of Perth, as well as similar municipalities in the metropolitan areas of the other States.
