Senator PAYNE - When the Main Roads Development Bill was before the Senate last year, £1,750,000, all of which came out of the genera) revenue, had been provided by the Federal Parliament for the inauguration of a roads scheme. That was contributed by the whole of the people, and I cannot understand why more extended reference has not been made to the injustice of asking a section of the people, as is now proposed, to contribute the whole of the money required to carry out a national roads scheme.
