Senator PAYNE (Tasmania) . - There can be no difference of opinion concerning the urgent necessity for a progressive roads policy for the Commonwealth. Australia cannot be developed without good roads." If we fail in that respect we shall be unable to keep pace with other countries which have given greater attention to the question of roads construction. We have also to recognize the fact that motor transport, which is essential for the proper development of any country, has not only come to stay, but is rapidly increasing.

The agreement contains provisions which, in my opinion, are grossly unfair. I do not know whether I shall be in order, Mr. President, in referring to the method by which the money is to be raised to carry out this project.
