*An honorable senator would be quite in order in moving a direct amendment provided that its purpose was not to increase the charge on the Consolidated Revenue.

Senator Needham - That is not the point I am raising. I want to know whether Senator McLachlan is taking the right course of action in moving by way of request. I suggest that he should submit a direct amendment.

Senator Sir Henry Barwell - (He cannot do so, because his purpose is to increase the proposed expenditure.

Senator Needham - I ask you, Mr. Chairman, if it is your ruling that Senator McLachlan must move by way of request ?
