Senator PAYNE (Tasmania) . - I desire to thank the Honorary Minister for his courteous reply to my question as to why it was necessary to increase the duty from 27½ per cent, to 45 per cent. I have found no evidence of failure on the part of those engaged in the manufacture of machinery in Australia to carry on reasonably well under the 1921 tariff. The Minister has suggested that the higher we make the protective Avail, the better it will be for the people; but that is a fallacious argument. I contend that the advantage that would be gained by theworkerswould be very small, having regard to the additional burden that would be placed on the general community. I realize that it is useless for me to say more than that I protest against the imposition.
