Senator CRAWFORD (Queensland) (Honorary Minister) . - The reason for this, as in respect to the case of every increase provided for in the schedule, is that there has been a considerable alteration in the industrial position since 1921.

Senator Payne - Why should the duty be 5 per cent, greater in sub-item f than in sub-item e?

Senator CRAWFORD - Because, as I previously explained, the lower import duty on mining machinery was a special concession to the mining industry. A further reason is that mining machinery being of a simpler character than much of the machinery included under subitem f, the ratio of labour in the former is not so great as in the latter.
