Senator NEEDHAM (Western Australia) . - As the amendment I submitted to the committee, which has now been disposed of, can be regarded as a test vote on the whole of the proposed duties on mining machinery, there is no occasion to haggle or bargain. Even if Senator Lynch's request were adopted it would not affect the position one way or the other, whereas if my proposal had received the support of the majority of honorable senators,- the mining industry would have received substantial benefit. I intend to be guided by the decision of the committee iri that case, and therefore do not see the necessity of supporting such a trivial reduction as that moved by Senator Lynch.
