Senator NEEDHAM (Western Australia) . - I was about to suggest to the Minister the adoption of the course suggested by Senator Payne. I now suggest that, instead of withdrawing the item, the Minister ask that it be postponed. Before again submitting his request he should supply the committee with information. It is unreasonable to ask us to consider a request of this nature without our having a chance to peruse it. We cannot be expected to take for granted what the Minister says. He has informed us that the proposal means only the addition of a few words. That may be so, but the alteration may have a serious effect. The committee is entitled to different treatment.
