Senator NEEDHAM (Western Australia) . - I had not seen this schedule of amendments until about five minutes ago, and I have had no opportunity to study it. I should like Senator Pearce to report progress so that honorable senators may have time to consider it.


Senator Pearce - These are practically all drafting amendments, and are of minor consequence, as they involve no new principle. I shall explaineach one of them as we reach it, and if the honorable senator thinks that any one is of sufficient importance to require an adjournment to enable it to be further considered, I shall be willing to fall in with his wishes.


Senator NEEDHAM - I thank Senator Pearce for that undertaking, and I shall proceed on that basis. I regard this amendment as valuable. When speaking on the second reading of the bill in the Senate I pointed out that the obligation on the commission to sit always at the same place must necessarily lead to a certain amount of undesirable centralization. Approval of this amendment will render that unnecessary. I support the amendment.

Clause 13 - .

(1)   The commissioners shall not, in respect oftheir services as commissioners, be subject to the Commonwealth Public Service Act 1922- 1924.

(2)   If an officer of the Public Service of the Commonwealth or of the Territory is appointed a commissioner, his service as commissioner shall, for the purpose of determining his existing and accruing rights, be taken into account as if it were service in the Public Service of the Commonwealth or of the Territory, as the case may be. and if an officer of the Public Service of "a State is appointed a commissioner, his service as commissioner shall, for the purpose of determining his existing and accruing rights, be taken into account as if it were service in the Public Service of the Commonwealth and as if he had been an officer of a department transferred to the Commonwealth and were retained in the service of the Commonwealth.

House of Representatives' Amendment. -After the word " public " second occurring, insert " railway or other."
