Senator NEEDHAM (Western Australia) . - I propose to test the feeling of the committee on this clause, which after a lapse of three years authorizes the repayment of certain moneys. The principle is pernicious. The Government should have been more wideawake. It is not right that this Parliament should now be asked to pull the chestnuts out of the fire. I have always hesitated to vote for validating legislation, especially where vital principles are involved, and where it is evident that attempts have been made to evade obligations. To pass this bill would be to encourage a repetition of similar acts. Believing that money rightly due should be paid, I shall vote against this clause.
