Senator E D MILLEN (NEW SOUTH WALES) (Minister for Repatriation) . - I think the Committee can see that the House of Representatives were of opinion that 30 per cent, was a fair measure of protection; but, as the Senate took the view that 25 per cent, was sufficient, the other place has said, in a rough-and-ready way, which commends itself to Australians, and especially to legislators, " Let us split the difference."

Motion agreed to.
