Senator LYNCH (Western' Australia) . - Did I understand the Minister (Senator Russell) to say that the Government have been involved in a loss through the letting of premises to public servants ? If so, and if the Minister wants additional power, in order to get a rental return high enough to wipe out any loss, I shall be glad to give him the necessary support.


Senator Russell - We are not running this as a, business. We recognise that we have to provide living accommodation in certain districts, and we aim at doing so at the exact cost of the property to us.


Senator Payne - In other words, the Government look for a reasonable return on the capital outlay ?


Senator Russell - Yes.

Clause 91 -

(2)   Where money has been appropriated by the Parliament in any year for the salaries of officers in any division, if during the year far which the appropriation has been made any vacancy occurs -in the division and is not filled, the Governor-General may apply the money so appropriated to the payment of any officer in a lower position in the same division.

Amendment (by Senator Russell) agreed to -

That after the word " same ", line 8, the words " or a lower " be inserted.

Clause 92-

(1)   Except with the express permission of the Board or the Governor-General, which permission may at any time be withdrawn, no officer shall . . .

That the words " or the Governor-General " be left out.

Clause 93 -

(1)   Every appointment, promotion, transfer, retirement or dismissal of an officer made by the Board or a Chief Offices, as the case may be, under this Act, shall for all purposes have the same force and effect as if made by the Governor-General.....

That after the word " Board " the words "a Permanent Head "'be inserted.
