Senator LYNCH (Western Australia) .- I notice that the amount set down in the sub-clause as the equivalent of rent is 7 per cent, of the capital value. In the case of the income tax the rental value is fixed at 5 per cent.


Senator Russell - We want to make the buildings self-supporting.


Senator LYNCH - If the pulblic servants have to pay through the nose, it will be an injustice. Am I to understand that the rent charged willbe according to the capital value?


Senator Russell - It will be sufficient to make the buildings pay. We do not desire to show a profit.
