Senator ELLIOTT (Victoria) . - We may be giving away a good deal more than we imagine by accepting the Minister's amendment and leaving the discretion entirely to the Board. " Governor-General " really means " Minister."


Senator Russell - The payment is made according to a rigid scale, and it is always granted as a matter of course. The officer receives six months' leave, or the equivalent in pay, and most officers take the pay.


Senator ELLIOTT - I favour Senator Senior's suggestion, but I would insert "personal representatives" instead of " dependants ". The payment should form part of the estate of an officer,' and the money should be payable to the persons whom he might wish to benefit under his will.
