Senator FOLL (QUEENSLAND) .- I should like to know if members of the Appeal Board, before recommending that an appellant be ordered to bear the costs of an appeal, must be unanimously of the opinion that the appeal is frivolous, or whether this may be determined by a majority decision. In my opinion the decision of the Appeal Board on any point should be unanimous.

Senator Benny - Then in nine cases out of ten there would be no decision.
