Senator SENIOR (South Australia) . - If the Appeal Board is of the opinion that an appeal is frivolous, it may recommend to the Board of Commissioners that the officer concerned be called upon to pay a sum not exceeding the cost of the hearing.


Senator Russell - If an officer has merely made a mistake, and is not otherwise unfitted for the Service, he may, on the recommendation of the Board, be reduced to, say, a third or fourth class position. We do not want to throw a man out of the Service for a genuine mistake.
