Senator RUSSELL (Victoria) (VicePresident of the Executive Council) . - The Committee has already decided in favour of the appointment of a man from outside the Public Service. That has been provided for by inserting certain words in clause 7, which states that "Unless otherwise expressly provided this Act shall not apply to . . . the Commissioner of Taxation." The Committee inserted after " the Commissioner of Taxation " the Chairman of the Appeal Board as one of the officers to whom the Act should not apply. When interviewing representatives of the civil servants I gathered that they did not desire that an outsider should be appointed. The Government, therefore, proposes to revert to the original proposal. I intend to re-commit the Bill. When this is done, the Committee will have an opportunity of dealing with the clause' as a whole, when there will be a straightout issue as to whether the chairman should be a civil servant or a man from outside the Service.
