Senator PAYNE (Tasmania) . - We have dealt with that portion of the clause concerning the infliction of a fine, and we come now to the consideration of that portion of it which provides for an appeal to the Board as prescribed. I canfind no reference to any appeal being permitted against a fine imposed for a major offence.

Senator Russell - I am arranging to insert a provision that an officer fined £5 for a major offence may have the right of appeal.

Progress reported.
