Senator RUSSELL (Victoria) (VicePresident of the Executive Council) . - I mentioned that, in my opinion, there could be no objection to permitting an appeal in a case where the fine imposed is as high as £5. I think that is too high a sum to allow without the right of appeal.


Senator Drake-Brockman - Compared with a reduction of salary, or to a lower division in the Service, a fine of £5 might be a trivial penalty.


Senator RUSSELL - That is so; but it has occurred to me that it is not quite fair to permit a fine of £5 to be imposed without a right of appeal.
