The PRESIDENT (Senator the Hon T Givens (QUEENSLAND) - The honorable senator must confine his remarks to the amendment. He -has already spoken on the main question.

Senator WILSON - In the event of my not calling for a division on the amendment, I wish it to be distinctly understood that I base my vote on the last words of the amendment. I believe it will be in the best interests of Australia - when Australia can afford the expenditure, when labour is more plentiful, and when building materials are cheaper - to proceed with the scheme.

Question - That the words proposed to be left out be left out - resolved in the affirmative.
