Senator PAYNE (Tasmania) .- I think Senator Pratten has, to some extent, misunderstood the object of this Bill, which, I take it, is to lay down the conditions of employment and promotion in the Public Service. It has nothing whatever to do with a superannuation scheme. It is a machinery measure pure and simple. I have understood for some time that the Government have promised to establish a Superannuation Fund, and that a measure for that purpose will be submitted for our consideration later in the session. I cannot see that any good will accrue from the postponement of consideration of this . Bill, because we have a. promise that a Superannuation Fund is to be created.
