Senator DUNCAN (New South Wales) . - I desire to give this industry adequate protection, and no more. I should like Senator Pratten to explain why he proposes duties of 15 per cent., 20 per cent., and 25 per cent, on explosives used in mines, and at the same time proposes that ordinary .explosives shall be free from Great Britain, and otherwise dutiable at only 10 per cent, and 15 per cent. I should have thought that the lower duties would have been proposed on explosives used in mines, and I hope Senator Pratten will be able to explain the discrepancy disclosed in his request.
