Senator THOMAS (NEW SOUTH WALES) . - I understand that rotary and percussive rock drills, mentioned in subitem f, are also admitted free because they are not manufactured here. I thought that they were made in Australia.


Senator Pearce - Yes, at Bendigo, in small numbers.


Senator Duncan - I draw attention to the state of the Committee. [Quorum formed.]


Senator THOMAS (NEW SOUTH WALES) - When the first Federal Tariff was under consideration it was said that rock drills were being manufactured here, and for that reason a duty was imposed.


Senator Pearce - A few were being made at Bendigo, but their manufacture has been discontinued.


Senator THOMAS (NEW SOUTH WALES) - Cornwall, with a population of only 200,000, makes rock drills, which are sent all over the world. Is there any reason why they cannot be made here?


Senator Pearce - The reason why they are not made here is that the demand is insufficient.


Senator THOMAS (NEW SOUTH WALES) - So there are still some things which.it suits Australia to import.

Machinery, machines, and appliances -

(a)   Hay rakes, horse, ad val,, British, free; intermediate, 5 per cent.; general, 10 per cent. ; and on and after 1st January, 1921, each, British, £1 15s.; intermediate, £2 15s.; general, £3; or ad val., British, 30 per cent.; intermediate, 40 per cent.; general, 45 per cent.; whichever rate returns the higher duty.

(b)   Headers and binders, ad val., British, free; intermediate, 5 per cent.; general, 10 per cent.; and on and after 1st January, 1921, each, British, £6 10s.; intermediate, £9 10s.; general, £10; or ad val., British, 30 per cent.; intermediate, 40 per cent.; general, 45 per cent.; whichever rate returns the higher duty.

(c)   Mowers, ad val., British, free; intermediate, 5 per cent.; general, 10 per cent.; and on and after 1st January, 1921, each, British, £2 8s.; intermediate, £3 15s.; general, £4; or ad val., British, 30 per cent.; intermediate, 40 per cent.; general, 45 per cent.; whichever rate returns the higher duty.

(d)   Metal parts, n.e.i., of hay rakes (horse), reapers and binders, and mowers, ad val., British, free; intermediate, 5 per cent.; general, 10 per cent.; and on and after 1st January, 1921, per lb., British, lid.; intermediate, 21/4d., and on and after 16th June, 1921, 2d.; general, 21/4d. ; and on and after 16th June, 1921, 2d.; or ad val., British, 30 per cent. ;. intermediate, 40 per cent.; general, 45 per cent.; whichever rate returns the higher duty.

(e)   Metal parts of hay rakes (horse), reapers and binders, and mowers, viz., knife sections and ledger plates, ad val., British, free; intermediate, 5 per cent.; general, 10 per cent.
