Senator PAYNE (Tasmania) .- The remarks of the Minister (Senator Russell) quite justify a preference of 15 per cent, to Great Britain, and I agree Avith every word he has said; but I desire to be consistent. I find that this leather cloth has hitherto been free in the case of Great Britain, with a 15 per cent. Tariff against other countries; but now the preference to Great Britain is being reduced.


Senator Russell - There is still a 10 per cent, preference to Great Britain.
