Senator PRATTEN (NEW SOUTH WALES) . - The reply of the Minister (Senator Russell) is reasonable, and, for the present, I shall be satisfied. The practical point which I have raised is that, in many scores of cases, importers have found that goods which hitherto have been admitted free have been unexpectedly subjected to duty. In many cases firms have suffered loss-


Senator Lynch - While in others they have gained a reduction of duty


Senator PRATTEN (NEW SOUTH WALES) - I think there may have been a few cases of remission of duty by departmental by-law. I de not know of any, personally. But there have been many instances in the other direction which have come within my own knowledge.
