Senator RUSSELL (Victoria) (VicePresident of the Executive Council) . - This clause would not commit, honorable senators in the way they imagine to any principle in connexion with the Tariff Board. I have already offered to postpone any clause involving the Board, and recommit it later' if necessary. There seems to be an impression that we are trying to commit senators to the principle of the Board. That is not so. They will vote on that in a separate Bill; and if the Senate deliberately decides to substitute the Minister for the Board, then all the other clauses will have to be amended. I am prepared to postpone certain clauses, but I do not want i.very clause postponed. We can discuss the schedule and the rates of duty; but I do not want the schedule to be postponed on the ground that the whole thing will be subject to the Board, nor do I want every clause postponed on the ground that it is a distant relative of some other clause.
