Senator DE LARGIE (Western Australia) . - 1 cannot understand why so much heat should be displayed over this simple matter. -We cannot have both Bills .before the Senate at the one time and make any progress. We know the nature of the Tariff Board Bill, and surely we can adopt a simple definition which involves nothing except that there is to be a 'Board known as the Tariff Board. Both measures are complementary to each other, and we must deal with one or the other first. I do not agree with Senator Drake-Brockman that in dealing with the Tariff before we deal with, the Tariff Board we are putting the cart before the horse. It is impossible to deal with the Board if we have not a Tariff. Some honorable senators appear to want to have the cart and the horse abreast of one another. The Minister should be allowed to proceed with the business in the order in which it has been arranged.
