(2)   The right to receive anincrement in any year shall depend upon the good and diligent conduct and efficiency of the officer.

(3)   If, in the opinion of the Chief Officer, an officer is not entitled to receive an increment, he may issue an order depriving the officer of the increment, and in that event the increment shall,, subject to the succeeding provisions of this section, not be paid.

(4)   Any officer affected by any such order may appeal to the Board against the order.

(5)   The Chief Officer shall forward the appeal with a report to the Board, and the Board shall, after full inquiry, determine the appeal.
