Senator SENIOR (South Australia) . - If the Government are going to gazette in sections, the persons who arefirst gazetted will become senior to all the others.

Senator Russell - Nothing of thesort.

Senator SENIOR - I can quote cases within my own knowledge. A 5th class clerk was appointed to a position higher than the one he was working in, and an advantage was given to him ,by. anincre ment, which gave him a chance to- be graded as a 4th class officer. The appointment was given to him, although he was years junior to a 'number of other men who were passed over. It is a very serious matter to officers of lower grades to lose their chance of increment or promotion.
