Senator ELLIOTT (Victoria) .- Will the Minister explain why this paragraph is to be struck out, because I think . it is necessary that the annual reports of the Board should be submitted to Parliament. In fact, we depend upon such a provision as this for any information concerning the recommendations of the Board which have not been given effect to by the Minister.


Senator Russell - The point is covered in clause 20, which we propose to amend, so that the Board shall furnish reports to the Prime Minister administering the Act.


Senator Drake-Brockman - Does it mean that the reports will not come before the Senate ?


Senator Russell - No; the Prime Minister is responsible for the administration of the Act, and the reports will have to be submitted to him, and then to Parliament.
