Senator PAYNE (Tasmania) .- The latter portion of the. clause practically gives to one Commissioner the power to act as the full Boards I think it would be wise to have the clause amended, in order to provide that the recommendation of the delegation must be confirmed by the full Board before effect is given to it. .


Senator Duncan - The difficulty would be that the wholebusiness of the Board might bo held up through the absence of a member of the Board from ill-health.


Senator PAYNE - The- more one looks into the clause the mere one comes to the conclusion that it needs a good deal of revision.

Clause 15 -

(1)   In addition to such. duties as are elsewhere in this Act imposed on it, the Board shall have the following duties : -

(a)   to devise means for effecting economies and promoting efficiency in the management and working of Departments by- (v.) the limitation of the staffs of the various Departments to actual' requirements, . and the utilization of those staffs to the best advantage;

(vi)   theimprovement of the training of officers;

(b)   to submit to the Governor-General re ports as to any matters requiring to be dealt with by the GovernorGeneral under this Act or referred- to it by the Governor-General :

(f)   to submit to each House of the Parliament an annual report upon the working of this Act; and (3.) If the permanent head does not approve of or adopt the recommendation, report or. suggestion he shall within a reasonable time inform the Board of the reasons therefor.
