Senator RUSSELL (Victoria) (VicePresident of the Executive Council) . - I have administered the Department controlled by the Acting Public Service Commissioner for the past three years, and that officer has been in the habit of making weekly about three suggestions for the amendment of the Act.' He does not wait for a specific invitation to be extended to him. He has reviewed most of the clauses contained in this measure, because they are already embodied in the principal Act. He has had a number of years' experience of the working of that Act, and has never hesitated, when he found a weakness in it, to suggest to the Prime Minister's Department that it should be reviewed. Probably one- third of these clauses represent amendments suggested by the Public Service Commissioner in regard to the working of the Act. If the honorable member is interested; I shall be pleased to let him see the whole of the suggestions made by the Commissioner for the amendment of the Act.
