3.   The Government received advice in' April last from the Secretary of State for the Colonies that the protocol had been signed on behalf of South . Africa and New Zealand, and that -it was understood that Canada proposed to appoint a representative to . sign on behalf of that Dominion.

4.   There has been no delay on the part of the Commonwealth Government. The text of the Statute and the protocol was only received shortly before the Prime Minister's departure for England.
