Senator ELLIOTT (Victoria) (3:53 AM) .- I move-

That, the words "within the limits of the Commonwealth " be left out.


Senator Duncan - That would bring the clause into conformity with the Defence Bill.


Senator ELLIOTT - No, because ' a similar amendment proposed on the Defence Bill was lost. I must again protest against any surrender of our powers of self-government by permitting sentence of death to be carried into effect on any citizen of the Commonwealth until it is confirmed by the Commonwealth Government. I need not repeat the arguments I advanced in "support of a similar amendment moved upon the Defence Bill. I move the amendment on this Bill to direct attention to the matter in another place, where I believe the words "within the limits of the Commonwealth" will be struck out of the similar provision in the Defence Bill, to the fact that this clause also requires attention.
