Senator PAYNE (Tasmania) (1:26 AM) . - The purpose of the proposed new clause is to give preference in appointments to the Air Force to returned soldiers, other things being equal.


Senator Pearce - In case of equality of qualifications.


Senator PAYNE - Exactly. The danger anticipated by Senator Gardiner of the impairment of the efficiency of the Air Force as a result of the clause does not therefore arise. We have indorsed the policy of preference to returned soldiers, all things being equal, for many positions in Australia. No one will suggest for a moment that because a man participated in. the great war he should be given preference to an applicant for the same position possessing superior qualifications.
