Senator ELLIOTT (Victoria) . - I fail to see the necessity for the clause. If any men were guilty of mutiny they should surely have been tried for it at the time. I can understand the offence of desertion being punishable at any time, because it is necessary to wait until we catch the man before we can try >,him. I -do not know what the other sections referred to here relate to,, but it is asking . us a good deal to expect us to pass this clause without a much fuller explanation of its meaning from the Minister.
